اصدرت اليوم وزارة المالية حالة التقشف الحكومى
بكل الوزارات والمصالح الحكومية ووحدات الإدارة المحلية والهيئات العامة وهيئات وشركات القطاع العام
والأجهزة التي لها موازنات خاصة لترشيد الإنفاق الحكومي وتحقيق التوازن في الموازنة العامة للدولة
بذلك على أن يتم الالتزام بها اعتبارًا من أول يوليو 2011
وقالت المالية فى بيان لها بالنص :-
أنها فرضت حظرًا على شراء المركبات (الصالون، والصالون المجهزة بتجهيزات خاصة لاستخدمات معينة، أيًا كان الغرض منها، والجيب، والاستيشن، والبيك أب كابينة مفردة أو مزدوجة، وذات الدفع الرباعي والأتوبيس، والميني باص، والميكروباص، والميني ميكروباص)
وإنه في حالة الحاجة الملحة والضرورية لشراء مركبات جديدة، يتعين على هذه الجهات الالتزام بأن يتم ذلك عن طريق الاستبدال وليس الزيادة ومن خلال خطة الإحلال التي أعدتها وزارة المالية (الهيئة العامة للخدمات الحكومية )، في إطار الضوابط والقواعد الموضوعة، وتعرض على رئيس مجلس الوزراء للنظر في الموافقة عليها، وعلى أن يتم التعاقد على شراء المركبات التي سوف تسفر عنها مناقصات أو ممارسات الشراء المركزي التي ستقوم الهيئة بالبدء في إجراءات طرحها خلال العام المالي الحالي 2011 / 2012 كما تتولى الهيئة بيع كل المركبات التي سيتم استبدالها وفقا لخطة التحديث
و أن ذلك يكون في حدود الاعتمادات المخصصة لهذا الغرض ضمن اعتمادات وسائل النقل والانتقال بالموازنة الاستثمارية أو من خلال التمويل الذاتي للجهة، وبمراعاة أحكام التأشيرات العامة للموازنة الاستثمارية
وتنبه على الجهات المشار إليها آنفا (جميع الوزارات والمصالح الحكومية ووحدات الإدارة المحلية والهيئات العامة وهيئات وشركات القطاع العام والأجهزة التي لها موازنات خاصة) الالتزام التام ومعاونة الهيئة في اتخاذ إجراءات بيع السيارات التي تقرر استبدالها دون غيرها، واتخاذ التدابير اللازمة للحفاظ على المركبات بصفة عامة خلال فترة تشغيلها وترشيد استخدامها سواء المخصص منها لنقل كبار العاملين أو المخصصة للنقل الجماعي، والحد من التكاليف المنفقة وربط الاشتراكات التي يدفعها العاملين لاستخدام تلك المركبات بما يتناسب مع تكلفة هذه الخدمة حتى وإن تم ذلك تدريجيًا
وفرض حظرًا على استخدام السيارات ذات الكابينة المفردة أو المزدوجة والجيب كخطوط مشتركين لنقل العاملين ويقتصر استخدامها على الأعمال المصلحية المخصصة من أجلها، ولا يجوز الخروج على هذا الحظر إلا في الحالات الاستثنائية التي لا يتوافر فيها لدى الجهة سيارات الركوب العادية ويتعذر فيها توفير تلك السيارات، وذلك بعد الرجوع للجنة الرئيسية للسيارات بالهيئة العامة للخدمات الحكومية في كل حالة
وتحذر طلب ترخيص السيارات الحكومية بلوحات ملاكي إلا في أضيق الحدود وللضرورة الملحة والمبنية على أسس موضوعية، وطبقا لقواعد استخدام السيارات الحكومية، مع إعادة النظر في استمرار تخصيص سيارات لانتقالات الوفود لأجنبية، وذلك على ضوء الاستخدام الفعلي للأغراض المخصصة من أجلها وبيان الوفود التي قامت بزيارة الجهة خلال العام، كما حظرت إنشاء أي أجهزة أو هيئات أو صناديق أو حسابات خاصة
وفرض حظرًا على شراء أجهزة مكتبية أو أثاثات أو تجهيزات حديثة فيما يجاوز الاعتمادات المدرجة فى الموازنة وبمراعاة أحكام التأشيرات العامة، كما حظرت التعاقد على أصناف يوجد بالمخازن أنواع مماثلة لها أو بديلة عنها تفى بالغرض، مع أهمية تحقيق الاستفادة الكاملة من المخزون السلعى والراكد
وتم فرض حظرًا على شراء أجهزة مكتبية أو أثاثات أو تجهيزات حديثة فيما يجاوز الاعتمادات المدرجة فى الموازنة وبمراعاة أحكام التأشيرات العامة، كما حظرت التعاقد على أصناف يوجد بالمخازن أنواع مماثلة لها أو بديلة عنها تفى بالغرض، مع أهمية تحقيق الاستفادة الكاملة من المخزون السلعى والراكد
